The number is how many passes have already happened, so a signature works once and cannot be replayed.

One wallet holds it
It started with the first wallet to buy $HANDOFF on the curve — the sender of that transaction, read from the chain, not from a log topic. One pair of hands at a time, always.
The clock is 6,000 blocks
About ten minutes. It starts the moment the object reaches you and it is counting down on this page where everybody can see it.
Passing is a signature
Sign from the holding wallet and name anyone who holds at least 0.05% of supply. The clock resets to a fresh 6,000 blocks and you both go into the chain of custody with the block it moved.
Zero is the end
If the clock reaches zero it is over. No pass is ever accepted again, the chain is sealed exactly as it stands, and the page shows who was holding it when it stopped.
The holder, the deadline and the whole chain are replayed from the tape on every boot — wipe the data and re-index the same curve and you get the same answer. /health carries a fingerprint of that derivation.
Handoff pays nothing. It only remembers who let go and who did not.
